Unless someone with more years under their belt can give an explanation why this is here, I see no purpose for this article.

On second thought I can see one purpose. But it doesn't require the article to be written exactly this way.
The one purpose I can see is to make sure that our Oregon-based union maintains its headquarters within Oregon. If that's the case, I think something along these lines would be more appropriate:
The principal office of the Union, hereinafter referred to as "Headquarters," shall be located in Oregon.
